When the House of Representatives passed the Trade Reform Act last year. it contained an amendment linking tariffs and credits to the emigration question. The adoption of the bill in the Senate was also dependent on the emigration issue. Mr. Kissinger earlier this year agreed to see whether a negotated formula could be achieved.
