We ordinarily would have had a foreign operations assistance appropriations I bill. but the authorization bill was not passed in time to go that route. but I understand the money appropriated I under this continuing resolution will be at a level approximately a bllion dollars less than it might otherwise have been. had there been an appropriation. Only two new items were added. $10 million for Portugal and $10 million for assistance to refugees from the Soviet Union. Mr. President.
