Session #93 · 1973–75

Speech #930345594

Adoption of this amendment will clearly indicate that the United States will not compromise its commitment to freedom merely for economic gains. The purpose of this amendment is a very noble one. It would extend and supplement the JacksonVanik amendment to the trade bill. which is aimed mainly at insuring the rights of Jewish persons to emigrate from the Soviet Union. In a similar vein. this amendment would insure that citizens of all nonmarket economy countries which have formal trade agreements with the United States will have the freedom to visit relatives outside their country or join them permanently through emigration. The Helms amendment is broader than the JacksonVanik amendment in the scope of its application and would have additional benefits for American citizens. It would apply to all nonmarket economy countries which trade with the United Statesnot just the Soviet Union.
