Session #93 · 1973–75

Speech #930345593

President. I yield myself such time as I may require. I say to the distinguished Senator from New York that the Committee on Finance obviously believed that the Jackson amendment applied to all citizens in all nonmarket economy countries. because it was clearly stated: It is the Committees understanding that the "Freedom of Emigration" amendment in the bill is intended to encourage free emigration of all peoples from all communist countries (and not be restricted to any particular ethnic. racial. or religious group from any one country). Accordingly. each communist country which enters into a bilateral commercial agreement with the United States will be expected to provide reasonable assurances that freedom of emigration will be a realizable goal. All we seek to do is to back up this assumption. this belief. of the Committee on Finance.
