Secretary Kissingers correspondence with Senator KENNEDY gives little reassurance that the deadlock will be broken. nor the refugees returned to their homes. Under these conditions. It is the clear duty of this body to clarify our Intent with a firm declaration that aid is being cut off until Turkey fulfills its obligations.
