Mr. President. I was very pleased to learn several weeks ago that the long impasse between the administration and a large bipartisan majority of Congress over the Jackson amendment had been resolved. with the announcement of an agreement to end harrassment and allow greatly increased emigration for Jews and other persons wishing to leave the Soviet Union. Unfortunately. reports which have reached me indicate that harrassment has not slackened. but has increased. in recent months. This underscores the importance of vigilant observation by the American public. and the Congress. of the actual implementation of the emigration agreements. after the necessary legislation is passed by the United States. One very disturbing case which has attracted recent attention is that of Dr. Mikhail Shtern.
