Our program exemplifies the growing awareness of the meaning of ethnicity and a greater respect and appreciation for the part that Americas ethnic groups have played in the history and development of our Nation. In reviewing the points stating the purpose of the Ethnic Heritage Studies Program Act. once again I am inspired by the profound conceptual basis and empirical validity upon which this act was established. Title IX was approved: "In recognition of the heterogeneous composition of the Nation . . ." According to the 1970 census. approximately 34 million persons living In this country are immigrants or the children of Immigrants. This figure alone is a substantial portion of the American population. however. according to a special census bureau survey taken in 1969. there are more than 75 million Americans who Identify themselves with one of many major ethnic origins. U.S. immigration and naturalization records show that from 1820 to 1973. more than 46 million persons immigrated to the United States from all countries. Almost 386 million of those persons came from Europe. In addition. our black American population is now over 22 million.
