Mr. President. as we look toward a new period in our relations with the Soviet Union. many Americans are increasingly concerned with humanitarian issuesin particular. with the Soviet Unions policies regarding the emigration of its citizens. Earlier this year. one of the leading Jewish activists in Moscow. Mr. Victor Polsky. was involved in an automobile accident. Today. he is scheduled to be brought to trial for a motoring offense in connection with this accident. although witnesses have said that Mr. Polsky was not to blame. There is a strong presumption that Mr. Polskys trial Is more directly related to his political activities.
