Mr. President. some 15 years ago. in 1959. the first Cuban refugees began arriving in the United States. In the years that followed. more than 500.000 Cubans left their homeland. and today are found in all parts of our country. From the earliest days of the exodus from Cuba. the Judiciary Subcommittee on Refugees. which I serve as chairman. has closely followed the resettlement of the refugees from Cuba. The record tells a remarkable story of democracy in action. for which the refugees and Americas citizens deserve high tribute.
