Government officials often look for simple. somewhat petty ways to relieve their feelings of ineffectiveness. The victims are usually chosen because of their inability to resist. A perfect example of this is the hasty decision by the Immigration Service. brought on by the critical inflation problem. to force all foreign students to apply directly to the Immigration Service for summer work permits. The students schools have previously been allowed to handle this matter. but Immigration Commissioner Chapman decided that there were not enough jobs to go around and the policy must be changed so that only those foreign students who could prove unforeseen. serious economic problems would be given work permits. The Council on International Educational Exchange has performed recent studies on this subject of job scarcity and the results show that in the summer of 1974. many vacation resorts. hotels. restaurants. et cetera were desperately searching for temporary help to fill positions such as dishwasher. maid. cashier. and busboypositions that foreign students often willingly fill. where. on the whole. the American students seem to be looking for more glamorous summer employment. The victims of Commissioner Chapmans decision are unable to fight back. they have no voting privileges. and if the Immigration Service discovers that they cannot finance the next years cost of education. they face deportation.
