Walter Besterman had a full and dramatic life from the time of his birth in Poland in 1903 through his service as foreign correspondent. as counsel to the House Judicary Committee and as administrative head of ICEM. Mr. Speaker. since Walter Bestermans departure for ICEM in 1970. he continued his service in behalf of immigrants and refugees as overseas director of the Tolstoy Foundation with Its principal headquarters in Geneva. Switzerland. Mr. Speaker. Walter Besterman was a friendly man who possessed many talents which he utilized for the benefit of mankind. Walter and his lovely wife. Catherine. were gracious hosts.
