If you consider these letters legal documents. which as I pointed out they are not in the strict sense of the term. then strictly speaking they would apply to all nationalities. There is no specific reference I believe to Jewish emigration but I think in the legislative history of this matter one would have to say that this has been the primary focus of the conversations.
