Speaker. the next Congress will finally approve some form of the long debated national health Insurance program. This weeks health bills are an important preface to that health insurance program. The Health Revenue Sharing and Health Services Act provides Federal assistance to State. local and private entities for the provision of health services. including community mental health centers. migrant workers clinics. family planning programs. and neighborhood health centers. The Health Manpower Act and the Nurse Training Act will help train the doctors. nurses. dentists. and other health professionals who will provide those health services. The Health Planning and Resources Development Act. probably the most important health legislation of this Congress. has a dual role.
