Briefly. the report adopts the House provisions with respect to health revenue sharing and adds a provision giving impetus to hypertension programs. It adopts the provisions of the House bill with respect to family planning. It merges the position of the House and Senate with respect to community mental health centers. migrant health centers. and community health centers. It adopts. with modifications and. in most cases. substantial decreases in proposed authorizations. provisions of the Senate bill with respect to control of diseases borne by rodents. home health services. commissions on the mental health of the elderly and epilepsy. Huntingtons disease programs. hemophilia programs. and rape prevention and control. Mr. Speaker. the thrust of the conference report is the continuation and improvement of programs that affect the health and welfare of literally millions of personspublic and environmental health programs administered by States. mental health programs. family planning programs. programs for migrants. community health center programs. For the most part. these programs contribute to the health and welfare of the least fortunate members of our society. individuals for whom alternative sources of health care delivery are simply not available. I urge affirmative action by this body to insure that these programs continue. and the millions of Americans affected by them will continue to receive necessary health services.
