It is incumbent upon the Congress to determine what the Banks policies toward the Soviets will be. Chairman Casey has assured me that there will be no Eximbank loans to or transactions with the Soviet Union until Congress has had a chance to act on the trade bill. In passing the Trade Reform Act. as you know. the House expressly prohibited credit transactions with the Soviet Union until it alters its repressive emigration policies. In addition. more than a majority of the House has sponsored a resolution reiterating House policy that the Soviet Union be denied credit extensions until action on the trade bill is completed. I am a sponsor of this resolution. and I actively supported the credit prohibition in the trade bill.
