Special mention should be made of the key words in the 3d of May Constitution: All power in civil society should be derived from the will of the people. its end and object being the preservation and integrity of the state. the civil liberty and the good order of society on an equal scale and on a lasting foundation. The philosophy of government discernment throughout the 3d of May Polish Constitution leads one to believe that both the American and Polish people drew the inspiration for their constitution from the same sourcea belief in the inherent dignity of all people. Mr. Speaker. America is a great country. and much of its strength is derived from the contributions of those who emigrated from their European homelands to our shores. PolishAmericans are in the forefront of American culture. and I salute them on this historic occasion.
