Pail proposes that: The government of Israel permit the early holding of democratic elections in the occupied territorieselections in which the Palestinians will choose their representatives. Israel should declare that it recognizes the right of the Arab Palestinian people to selfdetermination. which will be implemented alongside a guarantee of peaceful coexistence with Israel. Israels efforts should be directed towards including the representatives of the occupied areas in every negotiation aimed at discussing the future of the territories in which they live. or the refugee problem. I want to bring this important article to the attention of all Members of Congress. and others Interested in the Middle East situation.
