Mr. President. earlier this month. the Finance Committee. on which I serve. had the opportunity to hear some excellent testimony in support of section 402 of the Trade Reform Actthe Jackson amendment on freedom of emigration. Testimony in support of the Jackson amendment. which has 78 cosponsors here in the Senate. was presented by a threemember panel led by Stanley H. Lowell. chairman of the National Conference on Soviet Jewry. Testifying with Mr. Lowell were Prof. Seymour Martin Lipset. of Harvard University. an executive member of the Academic Committee on Soviet Jewry. and Sister Margaret Traxler. cochairman of the National Interreligious Task Force on Soviet Jewry.
