Mr. Speaker. that we must not remain silent so long as there is one Jew in the Soviet Union who wants to leave. but cannot. I think that we must not remain silent until we see the doors to free emigration thrown wide by the Soviet Government. We have come so close to getting the concessions we want from the Russians that to rest now would be a betrayal of all we have fought for so long and hard these past months. We owe it to ourselves. we owe it to those in Russia and throughout the world who look to us for leadership. to continue speaking out until every Soviet Jew who wants to go to Israel can go to Israel without fear of harassment and punishment.
