However. if he is not technically a citizen. he will not be allowed full participation in our political system. It is a great contradiction in the very fundamentals of our democracy that these people who have made their lives in this country and have contributed to our economic growth for 20 or more years should not be recognized as Americans in every sense of the word. I urge my colleagues to vote in favor of the amendment to the Immigration and Naturalization Act which will grant citizenship to all naturalization applicants over 50 years who have lived in the United States for 20 years and will exempt them from the English language requirement.
