Mr. Speaker. for years the rights and privileges of citizenship have been denied to hundreds of thousands of people throughout the country. who immigrated to the United States to begin new lives as Americans. based on their inability to pass the required literacy examination.. I have been acquainted with this problem in my district. the 10th District of Massachusetts. which contains a large number of Portuguese. Italian and French Canadian immigrants. They came especially to Fall River where 60 percent of the city are of Portuguese descent. Many of these people have spent their lives in Massachusetts. payings taxes as any average citizen does each year.
