Mr. Chairman. I am pleased that the Appropriations Committee has included $36.500.000 in foreign aid funds for the State of Israel to use in resettling and absorbing the thousands of refugees that have been arriving there from the Soviet Union. Senator EDMUND MusKiE and I were the principal sponsors in the Senate and the House respectively of the authorizing legislation for this program in 1972. and successfully urged the Senate Foreign Relations Committee and the House Foreign Affairs Committee to include an additional authorization this year.
