The history of Latvia must stand as a warning to all of us of the dangers which confront those who seek freedom and independence in a world of hostile and totalitarian forces. We must ever stand on our guard. we must eve! be watchful in the cause of liberty and human rights. We must not disappoint the hopes and dreams of the Latvian people. Currently pending in the Congress is a freedom of emigration amendment. It has been cosponsored by some 289 Members of the House and 77 Members of the Senate. I am hopeful that this amendment will be accepted as a precondition for extending mostfavorednation trading status and export credit financing to the Soviet Union.
