It is perfectly true that the energy crisis threatens to push up unemployment and that this may be a major factor In the choices we would make in fiscal year 1975. If it is. then the Congress under my amendment could simply appropriate the full $500 million for that year. But suppose these predictions are not borne out. Is It not conceivable that we would want to put relatively more money into title I which goes to all areas of the country for all of the programs authorized under this actincluding those for youth. Indians. migrant workers. and persons needing bilingual instruction? Under my amendment we would not have tied our own hands on title II funding and this would be possible. I think that would be the better policy.
