I felt it might satisfy the needs of my area. but not when the gentlewoman puts it in precise language that any combination of local governments must be 100.000. That would miss most of south Texas. Most of my counties where the bulk of the migrants are would not qualify under this bill. and I feel I have an obligation to bring this matter to the attention of the House. and hopefully the respective managers of the bill would see the plight of these people who need help from the Government and would help us if it is possible for them to help.
