Mr. Speaker. the MillsVanik amendment. which I have cosponsored. provides that mostfavorednation treatment. credits. and loan guarantees shall not be extended to the Soviet Union as long as it continues to restrict the freedom of its citizens to emigrate. I have taken pains to point out that this issue concerns not only Soviet Jews but also millions of other victims of Soviet oppression in Latvia. Lithuania. Estonia. and the Ukraine. The American Latvian Association and the National Conference on Soviet Jewry have provided me with information concerning three instances where Latvian Christians. who were displaced due to World War II. have sought unsuccessfully to emigrate from the Soviet Union. Mrs. Velta Valdens. of Vancouver. Wash.. has twice attempted to secure an emigration permit for her 83yearold mother to join her in the United States. The Soviets have given no reason fortheir denial of the permit. Likewise.
