But all indications are to the opposite effect. Their intimate association with the movements. which have worked for a long time to obtain a military takeover of the government and their abolition of the democratically elected Congress indicate that there is little hope for a return to civilian government in Chile for some time to come. I am also concerned over the publica.tion of prisoner lists. and protection of the rights of refugees which are all standards of international law. That these standard are met by the ruling Junta of Chile is a proper humanitarian concern of the American people. Mr.
