Next. the regional and local offices can bring the programs into the local communities and make Spanishspeaking people aware of what rights and opportunities are available as well as actually assisting them to obtain these rights. It is time we get on With this unfinished business of American democracy. Equality of opportunity and justice for all have no meaning unless implemented.
