Mr. Speaker. I am delighted that the House Ways and Means Committee has included in the 1973 trade bill the MillsVanik amendment as a means to convince the Soviet Union that this country will not tolerate its repressive emigration policies. directed mainly against Soviet Jews. It is now incumbent upon the House as a whole to see that this amendment remains in the final version of the trade bill that is ultimately signed into law. Last week. I and several other Members joined in a special order on the MillsVanik amendment. Until the amendment becomes law. we will continue to bring to the attention of our colleagues and to the American people cases of the Soviet Unions harsh treatment of Jews desiring to emigrate to Israel or to the United States. Taken together. these cases offer a compelling argument for enactment of the MillsVanik amendment. through which our own country can act to preserve its commitment to the principles of freedom and human dignity.
