The decision by the Soviet authorities to lift the curtain on the Voice of America seems to be a concession to Congress firmness in maintaining operations of the two more pointed stations. which regard themselves as adjuncts of "domestic" Soviet radio which is silent about topics of internal embarrassment. I am certain that other motives governed the decision of the Soviet Union to stop jamming VOA broadcasts. One is that American and Western critics. who have long plugged for freer interchange of ideas with the Soviet Union and for lifting of restrictions on emigration and on a more liberal political expression. have made a dent on the thinking of the Soviet hierarchy.
