I do believe that based upon the evidence thus far. the phrase that is now being deleted refers accurately and precisely to what happened. This is well established policy of the Government of Austria and the only reason they changed was that two armed gunmen came aboard a train. captured some innocent Soviet emigrees. and at gunpoint threatened their lives and held them hostage until the Government of Austria changed its policy. That Is what happened. But in the interest of trying to make the main point. namely. that our Government make clear our strong concern that it reverse the decision and again permit group travel by Soviet Union emigrants. I accept that modification and I make it now.
