Mr. President. I am pleased to cosponsor this amendment offered by the distinguished Senator from Minnesota. Along with so many of my colleagues I was shocked and dismayed by the Austrian Governments willingness to give in so easily to terrorist blackmail. I can only hope its decision to close transit facilities for refugees in transit from the Soviet Union is not final. Upon reflection. Austria must realize the great disservice it would be doing to the cause of human freedom and international order by this step. It is inconceivable to me that an entire government can allow two armed thugs to make them abandon their previous policies and obligations.
