Mr. Speaker. I was heartened to hear that last week. the House Ways and Means Committee voted to include most of the provisions of the MillsVanik Freedom of Emigration Act in the trade bill which they are considering. We have worked long and hard on this measure. and I am sure that we will be fully victorious when it comes up for a vote on the floor in the near future. But. just as victory is within our reach in the Vanik amendment. we see it literally snatched away by the actions of political terrorists and cowardly Government officials. When the Palestinian terrorists last week took three Jewish hostages in Austria. we were once again treated to a display of what happens when the world refuses to deal with the dangers of terrorism.
