Mr. Chairman. I know the outstanding work my distinguished chairman has done in the field of immigration. and I would respectfully suggest that the modifications in section 2 of this immigration bill provide some relaxation for the purposes of improvement. It is clear because of the economic conditions in this country that it is desirable for Mexicans to come here to work. Their slower rate of naturalization. I believe. has a tendency to indicate that they would rather work here than become naturalized citizens. If we provide them that opportunity. we will be solving a lot of the questions raised.
