I would like to point out a special study group on illegal immigrants from Mexico appointed by the President specifically recommended that committee changes in the system of numerical limitation should be made so as to prevent any significant loss in the current rate of immigration from Mexico. All these studies frankly recognize that there should be an orderly flow of immigration. but nonetheless all these studies have recognized the concept of the uniqueness of both Mexico and Canada. This is the concept that is recognized by both the Department of State and the Department of Justice. and it is in our best interests to do this.
