the Jackson amendment to the Trade Reform Act because of my conviction that our Government cannot be silent while those desiring to emigrate from the Soviet Union are denied this fundamental human right. I cannot agree with the Soviet leaders and others who contend that the basic human right to emigrate "is an internal matter." I believe that we are concerned with international. human justice covered by the International Convention on the Elimination of All Forms of Racial Discrimination ratified by 46 nations. including the U.S.S.R. Among other provisions. this convention guarantees the right to leave any country. including his own. and to return to his country. Mr.
