The hopedfor bilateral reduction in the costly and dangerous arms race. mutual force reductions in Europe. cooperation in the development of atomic energy. mutually beneficial trade pacts. cultural exchanges. and cooperative space exploration appear as precursors for a more peaceful world. But while we work to implement better relations. we cannot lose sight of the need to assure adequate safeguards for national security through inspection. Nor can we. the people of the free worlds leading nation. relax our continuing efforts in behalf of the selfdetermination and freedom for of millions of people in the captive nations Soviet Jews. and Ukrainian intellectuals seeking to emigrate to countries of their choice. I believe that the Soviets need for trade credits. mostfavorednation status and other concessions from our Government gives us an unprecedented opportunity to bargain for the human rights of these oppressed peoples. I cosponsored the amendment of my distinguished colleagues.
