I want to compliment the gentleman on his presentation. We are faced with two problems in regard to this legislation. One is the transfer of 900 people over into the lawenforcement administration from the Immigration and Naturalization Service. We did not think that was wise. The unions that were involved did not think it was wise. They negotiated with the people downtown and the people downtown finally said it was not wise to do this and agreed not to do it. That is the reason why we have Introduced a bill which we expect to bring to the floor of the House very shortly which would repeal that section.
