I am glad the gentleman brought that up. -because what that involves -is a transfer under section 2 of the plan. of some 900 people from INS. Those are the people at the initial inspection points at ports of entry. Certain questions about this transfer were brought out during the course of our hearings. The chairman and I -were very concerned about these issues. particularly about the problem of illegal aliens entering the United -States. The administration did work out with therepresentatives oforganized labor an agreement that they would not implement section 2 pending action by the Congress to repeal section 2. Organized labor thenfelt they could withdraw their opposition to the plan.
