Mr. Speaker. as we all know there are millions of Jews in the Soviet Union. who are virtually imprisoned in that country because their Government refuses to permit them to emigrate to Israel. These people have been singled out for special taxes. restricted in the type of work they can get. and generally treated as pawns in Russias foreign policy. Russian Jews have been accused of crimes and imprisoned with and without trails. simply because they are Jewish. It is only a short step. Mr. Speaker. from these policies to the horrors of the ghetto. In the past when Jews have been persecuted in this manner. the world has stood by silently.
