Mr. Speaker. the plight of Soviet Jews wishing to emigrate to Israel continues today. Despite a suspension of exit fees. it is extremely difficult for Soviet Jews to receive permission from the government to leave Russia. Indeed. those who apply for such permission may well find themselves charged with crimes against the state and placed on trial. Daniel Teitelbaum. a 34yearold engineer from Leningrad. has sought permission to join his sister in Israel for over a year. His application has been consistently refused. and his family has just as consistently been harassed by the police. I am including here the appeal Mr.
