Under the regulations. the farmer would also have to set up toilet facilities in the field and provide clean water for washing in the field. he would be required to supply coveralls and have them cleaned after each day for his tenant. The same situation would apply if a mans brother or any other relative outside of his immediate household helps him with his tobacco farming and is given pay or other benefits for helping with the tobacco crop. These regulations have been demanded by unions purporting to represent migrant workers employed principally in fruit harvesting. These regulations have no reasonable connection to tobacco growing and should not apply to the tobacco farmer. I urge other Members of the Senate to join me in insisting that the Department of Labor reconsider and withdraw these proposed "emergency" regulations.
