Mr. Speaker. I join in paying final tribute to Dalip -Singh Saund. the first person of Asiatic ancestry to be elected to the U.S. Congress. Dr. Saund was a strong and courageous man whose determination and perseverance should stand as an example to all of us. I was privileged to serve on the Foreign Affairs Committee with Dr. Saund during his three terms in the House. My respect for his insight and dedication developed into admiration during this time. and I am pleased to be able to say that our service together also permitted the development of a strong. personal friendship.
