In 1946 a bill cosponsored by Congressman Emanuel Celler and Congresswoman Clare Boothe Luce to permit persons born in Asia to become U.S. citizens was approved by Congress and became law. Mr. Saund became a citizen on December 16. After long participation in community events in Westmorland. Calif.. Saund was elected judge of the Justice Court in 1952 and served until his election to the House of Representatives in November He was the first person of Asiatic ancestry to be elected to the Congress. During his tenure of office he became much loved and respected by his fellow Congressmen. and I had the pleasure of serving with him on the Interior and Insular Affairs Committee. He was also noted as a strong advocate of Federal aid to education.
