Mr. President. last year I cosponsored an amendment to the EastWest Trade Relations Act which CXIX974--Part 12 would deny mostfavorednation treatment and participation in various U.S. credit programs to countries which deny their citizens the right to emigrate or impose prohibitive taxes on such emigration. At this time. I do not intend to again cosponsor the Jackson amendment. I believe that global detente is too delicate to attempt to influence the Soviet Union to change its internal domestic policy. The general relaxation of tensions can be increased by further economic cooperation among the great powers and this in turn. we can hope. will lead to an end to the persecution of minority groups inside the Communist countries.
