As Senator PEARsoN has noted. this bureau would be headed by a Presidential appointee and would serve as a "focal point" for implementing international humanitarian policy and services now scattered throughout the executive branch. Mr. President. direct expenditures for refugee and other international humanitarian programs now total at least $500 million annually. The current administration of international refugee and humanitarian affairs is hydraheaded and diffuse. which fosters neglect and indecision where more decisive action is needed. Our country can no longer afford this approach. For in todays world. people problems are at the heart of too many international issuesand. on both humanitarian and political groundsthey increasingly demand highlevel leadership and concern. by our own country and the international community.
