Having taken this step. Congress should now approve the establishment of a Bureau of Humanitarian Affairs to be under the direction of an Assistant Secretary of State. We have today a consensus in favor of the creation of a new Office of Humanitarian Affairs. It would bring a new unity to the administration of those programs. It would provide the Congress with a coherent point of oversight for our now badly proliferated refugee. migration. and disaster assistance budget. And it would raise the levels of communication as between Government and the voluntary agencies. With these considerations in its favor.
