American and Rumanian consuls will be better able to help their fellow citizens in numerous ways. Improved consular services will be possible in both countries. These include issuance of passports and visas. performance of notarial services. and representation of the interests of nationals in estate matters. More importantly. the convention assures that consuls whose nationals are detained or whose personal freedom is limited will be notified promptlyin no event more than 2 days48 hoursafter detentionand will have the right to visit and communicate with such nationals. Visits may take place as soon as possible. and may not be refused after 4 days96 hoursfrom the date of detention.
