Successful completion of the trade agreements. which will be of great benefit to both the Soviet and American peoples. clearly depend on a speedy and complete end to the ransom policy. Mr. Speaker. I hope that the Soviet Government will take the requisite action soon to remove this hurdle from the path of improved SovietAmerican relations. But the great goal of international peace must not prevent us from responding to Injustice where we see it. The Soviet Unions policies toward its Jewish citizens wishing to emigrate represent a callous injustice. and it is out of a sense of conscience that I sayas 251 other Representatives have saidthat I will not support any further trade initiatives with the Soviet Union until this injustice is rooted out.
