The Soviet Union cannot afford to ignore the fact that a majority of the U.S. Congress has gone on record in opposition to these repressive emigration policies. The Soviet Union knows that successful completion of the recently negotiated trade agreements. ranging from wheat to natural gas. depend on receiving certain trade concessions from the United Statesconcessions that are effectively controlled by Congress. Under the new trade agreement the Soviet Union has agreed to repay a certain portion of its World War II lendlease debt. in return for American action to grant the Soviet Union mostfavorednationMFNtrading status.
